Legal Question in Family Law in Philippines

i am planning to lodge my canadian application for immigration here in dubai; i am married --- but i want to separate from my spouse; however due to money constraints , i cannot process my annulment. i am opting for a SEPARATION AGREEMENT; my question is

1. What if my husband will refuse to sign such SEPARATION AGREEMENT? WHAT IS MY OPTIONS OR ALTERNATIVES? THIS IS FOR MY CANADIAN IMMIGRATION; I WANT TO GIVE THE CONSUL A DOCUMENT AS PROOF THAT MY HUSBAND REFUSE TO SIGN SUCH SEPARATION AGREEMENT

Better inquire to the Canadian embassy in this regard. Or you can just simply execute an affidavit stating the separation in fact with your husband and perhaps an affidavit of 2 disinterested persons might be of help to corroborate your affidavit.
