how to have a right over my stepdaughter

My wife has a daughter from a previous relationship(not married) that he has full custody of. I have been her primary care taker for one year now and she calls me papa. I would like to adopt my daughter but am unsure of what rights I have and what the processes would be. I would like an information on that and if I have any rights as of now to her. If her father wanted to see her could I tell him no or is that not allowed. Any info you could give me would be great.
