Legal Question in Family Law in Philippines

If i have understand this right a woman who is not married have sole custody to the kids in phillipines.The kids is under 7-and she is planing to get married, move to a other country with her kids. But how can she profe that she has sole custody to a other country. The country demand that when she want to take her kids to a other country. I know one way is that she get the sign from the father. But if the father dont want to sign. Do she need to go to courth ? or is it other way. Mybe its some officiel offes which can write out a paper that she have sole custody ? Thanks for answere

The parental authority of an illegitimate child belongs to the mother. And this will include custody of the child.She can take the child with her out of the country as there is no need for consent to travel by the father.
