Legal Question in Family Law in Philippines

I was wondering: IS THERE A LAW IN THE PHILIPPINES THAT WOULD MAKE A MAN BE ACCOUNTABLE FOR CREATING BABIES?

I have heard of the RH Bill - but that's only going to prevent pregnancy! How about when pregnancies occur?

Are you referring to cloning or IVF procedure. There is ethical questions here. But no law prohibits medical practitioner from assisting someone for purposes of pregnancy.
