my mother is a US citizen, can she still petition us? im 30 yrs old, female married, have 2 kids. and my sister is 25 yrs old, female, single.

Yes, your mother can file an I-130 Petition (Petition for Alien Relative) for you. In view however of the fact that you are over 21 years old, the visa petition would fall under the Family Third Preference (F3)category (Married sons and daughters of U.S. citizens).
The waiting period may take more than 20 years.
