employee salaries and benifits

I just wanna ask about a law which will cope with the problem of my mother, her employee didnt gave her full salaries for about 3 years. I wanted her employee to give the full value of her salary, but her employee cant be contacted.... please give me some advise to solve the problem of my mother.thank you very much.

Your mother can proceed and file case against employer. She has 3 years from separation to file case, if she is claiming for benefits and 4 years if for illegal dismissal. Case would have to be filed with the National Labor Relations Commission.
