Legal Question in Employment Law in Philippines

I have a question, i reviewed my contract. It says here that my certification date will be considered as my hire date. "at the start of your employment with (company) you shall receive the ff: (salary amount and allowance), benefits: Health insurance-HMO, 13th month pay, 10 days vacation and sick leave per yr; accrual and caash conversion etc. I was on training from August 27, 2012. I was certified last October 27. But until now i dont have my HMO yet, and our leave is without pay. Is it still legal.?

If it was granted to you as part of your contract then you are entitled to what has been stipulated on the contract.
