breach of contract?
an architect offered her services to my parents to build our house. she got the contract stipulating that the the building starts on October 2011 and be finished on April 30, 2012. up till now, almost end of June 2012, the house is not yet finished.. can my parents make an action refering to this matter?

Yes, you can sue him for damages and have the contract done by another architect at the expense of that architect that you previously contracted. You cannot compel that architect to perform the contract instead another person will do it as his (the architect who breached his contract with you) expenses. But to compel him you have to sue that architect.
