Legal Question in Real Estate Law in Philippines

i buy house and lot and pay down payment, do i have full authority for the property? i mean can i tell the owner that someone is renting the house? please advise

You are not yet the owner of the property until you have fully paid the same. Thus, you cannot exercise the attributes of ownership.
