does filing a case has high fee?is it worth of 20,000 - 50,000? is the person who steal a 15,000 worth laptop can go to jail even if it is just 15,000? or is the police can picked her and take her forcely to jail because she have'nt paid the stolen laptop for a passed 9 months? I hope you respond to my question. pls....,,,

Yes legal fees are too high and you can spend more than the value of the laptop. The police cannot arrest her unless there is a warrant of arrest. A warrant will only be issued if there is already a case filed in court.
