Legal Question in Real Estate Law in Philippines
My uncle owned a house and declared his mother as care taker.When he died, his mother is claiming the right over the property.There was no document left but a letter signed by 5 neighbors stating that he built the house out of his pocket. Do his wife and their daughter has the right over his property?

Yes, your uncle's wife and daughter are his heirs. They can file for an extra-judicial settlement of intestate estate of your uncle.This is on the assumption that he has no will and debts.
