Legal Question in Business Law in Puerto Rico

Collection of Freight Charges From Consignee

I have a not negotiable bill of lading because it shows on its face that to be negotiable it has to be consigned to order, and it is to my company. The bill is marked ''pre paid'', ''Credit Ok'', delivery included'', and authorized delivery. I paid freight charges to the shipper and the section 7 of the bill is not signed. I am beign called as liable for the payment of those charges engaged by the carrier as the shipper did not made the payment. Based on Title 49 Section 80109, the collection agency is making its case, but the bill is not negotiable. Are they correct in their claim, as they say they are going to proceed legally?

Well, it would seem like you a pretty heavy business law issue on your hands. Still, you would have to bring the shipper in as a third party defendant.
