Prospective car buyer took off with car... can't find him now nor the car

It's been around 7 years, and still can't find the person who was going to purchase my car. I gave him the car...we went to see a lawyer in PR, got an affidavit... a promisory note that he was going to be responsible for the payments until he could get a load to purchase the car. I moved back to the States (NJ), kept in contact with him by phone for the first year... he made the monthly payments...then he was gone. I went to PR, to the police station to report the car stolen, and because I had the affidavit, they told me there was nothing they could do for me, since I voluntarily gave him the car. Of course the car loan is a write-off now, ruining my credit, since I couldn't afford that car payment...

I want to put a lien on him... The only information I have is his social security number. How can I do this, to recover the money at some point, and pay the loan? Is it too late?

You can file a civil suit for damages if a year has not passed since the loan was written off and your credit became ruined. If the agreement that he would continue paying the car was in the promisory note, the term of one year is extended to fifteen. However, you will only be entitled to recover what was put in the agreement.
