The right to sue a govt employee for discrimination
I have been a victime of discrimination (ethnicity)
and marital status.
It has created a hostile work environment, false accusations of fraud, and adversely affected my mental health to include severe anxiety disorder,
depression (to include erectile dysfunction)
Can I sue these individuals on thier own character in a local federal court or commonwealth of puerto rico court?

Federal and State local courts are very different in terms of forum and jurisdiction. All damages are redressable in local court however they do not award punitive damages. On the other hand, federal courts do but lack jurisdiction over Commonwealth Government and can only excercise it once a EEOC charge has been filed, depending on the case. However, you should contact the Puerto Rico Secretary of Labor for more specific advice.
