Legal Question in Family Law in Puerto Rico

My 21 year old son who was adopted at 15 months of age, needs to find his biological siblings.Not knowing who his siblings are has caused him severe mental health issues. He is currently under mental health care for severe depression steming from this need to know who his brothers and sisters are. Are we all not entitled to know where we come from and who our brothers and sisters are? Are adoptees placed in a different category where they are not permitted to be as human and complete as the rest of us who were raised by our biological families.I love my son, but I have seen the mental damage done to him, by not knowing who his biological relatives are. What are his legal rights under these conditions? He was adopted on Long Island, NY in 1986. Currently we live in Puerto Rico where he supposedly has a grandmother and a sister. His bio mom lives somewhere in NY,NY.

I think he does have a right. But the Department of the Family will not do the leg-work for him. Additionally, the kid was adopted in Long Island, so that agency should have the info on his biological mother. PR Department of Family would probably not know because she apparently left the kid there, and they keep very superficial records of out-of-state clients.
