What are the requirements for first cousins to be married in Puerto Rico?

You have to follow this up with the Department of Health, which is the entity which grants leave for these marriages to be had.

Apply for a license and get married. That being said, I would suggest you check with your physician about any genetic concerns or consequences if you are planning to have children.
