Legal Guardianship of a relative

My 5 yr old 2nd cousin lives in puerto rico. I live in Maryland. Her mother is unable to support her. She has asked me to assume responsibility for her daughter. In order to enroll my cousin in school and to ensure her medical and dental care I would need to obtain legal guardianship. How do I do that?

There are several question marks regarding your statement. Where is mother?; Where is child?; Why cant mother support child?; Where is father?; Where are the grandparents?; Why do you ask for legal guardianship and not adoption? All of these issues may have a bearing in the outcome of the guardianship petition. Assuming the child resides in Puerto Rico: This is an elaborate, and exceptional, process that will require you to appear at the Commonwealth of Puerto Rico Courts and most probably obtain legal representation. Please elaborate your factual basis in order to be able to indicate what the procedure might be like.
