Legal Question in Real Estate Law in Puerto Rico

My husband owns a house with 3 other siblings in Puerto Rico. We would like to buy the other 3 siblings out of their share but have the tenant out before we do this. The tenant has been living in the house for 4 yrs with intentions of buying it but never has. There is no lease between the family members that I am aware of. There is also $6,000.00 owed in property taxes that I am aware of. Could someone advise me of steps that we need to take for this to happen. Before we legally try to do anything as far as owning the house though, we would like to get the tenant out first. Also if the siblings agree for us to buy their ownerships out can we be the sole persons in getting the tenant out and any other legalities to do with the house just by power of attorney
or possibly signing their rights over to us concerning the house, (is there such a thing)? It would be alot easier if there was just one party doing the legalities of the house. If someone could help me with the laws of Puerto Rico concerning this matter, thank-you very much. It

Any co-owner of the property may take the necessary steps to ensure that it is properly administrated. This include the eviction of anyone in possesion of the property. You first need to establish what is the nature of the possesion of the occupant of the residence. Then you need to indicate what is the extent of time during which the person has occupied the house. Property concerns in Puerto Rico are a matter for judicial handling as there is no self-help statute in Puerto Rico.
