how can the farther of my kids file to give up his rights to the kids, and will he still have to pay child support if this is done

He cannot file for the termination of his rights as a father. These aren't things you can just abandon. He is the responsible person for child support for children he has fathered unless or until another person adopts that child or children and takes over that role as the father.
