moving out of state with minor children
My daughter, who has a drug addiction problem, recently split with the father of her two minor children and is planning to move to Florida and take them away from everyone in the family. We are all so worried for the children and wonder if she can legally do this. They have not been to court over any custody yet.

Substantially more information is needed here before any attorney could give you proper legal advice regarding this matter.
Based solely on what you have presented, if you are a grandparent you have no standing in court to stop a natural mother from moving elsewhere with her children.
However, age, the nature of the addiction, the danger to the children, etc.. may be sufficient to give DCYF grounds in Rhode Island to intervene.
You may also have other options but a full consultation would be needed to determine if those options are available to you under the circumstances, etc...
