Parental permission

I was want to know if I could rent an apartment at 15 with the permission of my parents.

Techically, you could rent an apartment at age 15 with your parents' permission. However, any landlord is most likely going to ensure that the rental agreement is between the landlord, you AND your parents so that your parents are responsible for everything that occurs at the apartment under the lease.

This is because a Rhode Island contract that a minor enters into (even with the consent of his or her parents) is voidable at the option of the minor.

So if you wanted to just bail on the lease or disobey the lease terms this might leave the landlord without any legal recourse at all.

Any smart landlord is going to want your parents to sign on the lease and be liable for all the terms of the lease, including payment, damages, etc... for anything you are obligated to do (or not do) under the lease/rental agreement.
