Uniform Child Custody Jurisdiction Act

according to the UCCJA, if the parent with custody moves away and homestate is kept here, and custodial parent ignores court order and does not abide by any visitation, can custody be given back to non-custodial parent ??????

Since I do not practice in your state and do not know its specific laws regarding parenting, take this with a grain of salt.

You can file a motion (in the court having jurisdiction) to enforce the parenting plan or visitation order. If the custodial parent's interference with your parent-child relationship is egregious enough, you might be successful in changing the child's residence to your home, but it will be a high hurdle to jump.
