Legal Question in Civil Litigation in Rhode Island

Is riding public transit a protected civil right or a privilege? Is ''failure to catch the next bus'' is good cause for denying somone bus service for 30 days? How about preventing this person from ever riding the bus again, unless the person admits to some kind of wrong?

This means, I person would be cited for walking away from a bus stop on a public street, and denied bus service, possibly for life, unless admitting to some kind of wrong doing. Saying ''I changed my mind and went to take care something.'' is not acceptable.
