Is it public record, or is there a way a person can find out how many times "Joe Smith" has filed civil lawsuits? (and against who) From Rhode Island

Yes, most records for the RI District, Superior and Supreme Courts have been on a computer database for a number of years. You would have to go to the Clerk's Office for each of those Courts & ask for their assistance.
