tenant landlord dispute

a firend of mine became homeless due to domestic violence she and her three children came to stay with me so she can get on her feet she has two teenage daughters and a nine year old i have a three bdrm townhouse a teenage daughter and twelve year old son my landlord wants to charge me $500.00 on top of the $1,000.00 rent I already pay, can she do that?
