lien on property to secure a loan

According to your site, I can download forms to secure a loan with a lien on property in ri. Does it have to be notarized and will it hold up in court without going through a ri attorney. I live in FL.

Your question really depends on Rhode Island law (which I am not qualified to answer); however, generally speaking, the lien is only as effective as the document which gives rise to the lien (in your case, most likely a mortgage). My advice to you is to spend the money on a good attorney, or at least meet with one who will give you a free consultation, otherwise you will probably regret it later.
