Legal Question in Telecomm Law in Rhode Island

On Behalf of an Innocent Harassing Phone Caller

A friend is being arrested for a harassing phone call that he did not make. The police department is making the arrest based on a statement saying ''Jim* called my house identified himself and made threats''. Jim* does not

have a home phone or cellular phone.

I was hoping to be pointed in the direction of some useful information due to the fact that we cannot afford a lawyer.
