Legal Question in Immigration Law in Russian Federation

can doughter become a citizen of the US if her father was?
My mothers father (my grandfather) moved to US in 1944 and became a citizen of the US. he died in 1967 in Chicago. my mother live in Lithuania, can she get acitizenship or green-card? how?

Any derivative benefit must occur while the U.S. citizen is alive.
