It depends. Germany is among the more liberal countries in Europe in terms of recognition and enforcement of US judgments; you would have to consult with German counsel to ascertain whether your particular judgment is readily enforceable there.

Generally, yes, provided jurisdiction and service are valid and it is not repugnant to German publc policy - which generally speaking would include any judgment for punitive damages.
