I bought a car from someone last year around september,I paid full amountnt immediately. He gave me the ownership papers,but now he is refusing to sign so that I can change ownership to my name

Dear Sir/Madam,

I would suggest that you attempt to resolve the matter (or demand your money back) but if all else fails, I would suggest opening a case of fraud/theft under false pretenses against the seller.
