Construction Estimate vs Actual Bill

I had an on going relationship with an electrician and asked him - ''How much to finish house''. He provided an email answer as a ''pretty close estimate to finish the house''. He had some line items listed. It ended up, the bill exceeded the amount by 60%. How binding is such an estimate? At what point does the law consider an estimate just a ploy to overbill.
