Legal Question in Credit and Debt Law in South Carolina

Calls keep coming

This is in reference to the Fair Debt Collection Practices Act. I sent in a complaint to the State of South Carolina complaining about calls from a deft collector after I sent them a certified letter asking them to stop calling. Their response was they have the right to call and leave messages on my answering machine after the letter because the bill was a newer bill from the same company they do business with. Is there a provision in the law that states if a person generates a new bill from the same company can the same bill collector keep calling ( past and future debt owed to the same company which generates calls from the same debt collector)? Or does the law say nothing one way or the other or leave it up to the courts to make president. Are there rulings or opinions from courts that you know of on the Fair Debt Collection Practices Act on this matter? Does the law every from State to State on this law?
