Assault and Battery

My finace was arrested and charged with ABHAN in 4/03. He just recently had to go to court for roll call and we are assuming the court date is coming up. The victim was his ex girlfriend. His attorney is telling him that the county solicitor is trying to charge him with something new based on the new criminal domestic violence laws just passed this year in SC..Can they add charges based on laws passed after he was arrested?

Probably not, but its impossible to say anything with absolute certainty without knowing more about the current charges and what it is the solicitor is trying to do.
