Can I, an average citizen, file a motion to reduce bail for someone?

No. That would be absolutely forbitten. It is a crime to do that. Its called the Unauthorized Practice of Law and is a felony that carries up to 10 years in prison. It is very strictly prosecuted.

I do not know what the person is in jail for nor how much the bail is right now, or for that matter anything about the case, but I have had sucess in the past negotiating a consent order with the solicitor's office on these. It all depends on the particular case, what the charge is, the person's record, the evidence, and so forth.
