Extradition?
Do states such as SC always extraditite prisoners from another state? I mean in some cases do they just not do it?

There are times when it doesn't happen. Usually those are small, low level crimes and the state doesn't want to go through the time, trouble and expense. But you never know. They have done it in the past and are always capable of it.
