Fialure to stop for blue light and DUS 4

I have a relative who was charged with failure to stop for a blue light and DUS 4. He was also a habitual offender, but not charged with it. what is the more serious charge here, and what is the most likely consequences involving prison time? Is there much of a chance here for the better side of things?

Both are serious charges and both carry potential jail terms. It hard to say which is most serious without knowing the facts and circumstances. My guess would be that Failure to Stop is the most serious, but I don't know if he failed to stop for 2 mintues and a quarter mile, or for 2 hours and 90 miles with speeds up to 100 mph. See the difference? Again, I cannot predict prison time without knowing the facts. Nor do I know if there is any defense or mitigating circumstances.
