my friend just went to jail monday. he was stopped driving. one of his charges reads... 0187 - Drugs / Manuf., poss. of other sub. in Sch. I,II,III or flunitrazepam or analogue, w.i.t.d. - 2nd offense.. what does this mean?

It means that he has been charged with a felony drug crime. It says that he was charged with Possession With Intent To Distruibute, Second Offense.
