What has to happen in order to be charged with attempted strong arm robbery

I'm not sure what part of the arrest process you are referring to. All crimes require some degree of investigation in order to establish Probable Cause. Then usually an Arrest Warrant is drafted and served on the defendant upon arrest. Other times the person is arrested on the spot and the Warrant is drafted and served after they have been taken into custody. There is a lot to the whole process and I am not sure what exactly you are trying to verify.
