Legal Question in Criminal Law in South Carolina

My sister called me today in tears. A person claiming to be a attorney in CA has been repeatedly calling her and asking her if she knows the whereabouts a man named Mr. Adams. Adams lived in her house before she started renting it. The only reason she even knows that he exists is that he never changed his address and his overdue bills come in my sister's mail. The man claiming to be an attorney has called many times and insists that my sister is hiding Adam's and with each call he has become more and more threatening. In his call this morning he claims that he knows that my sister made a payday lone 5 years ago and never paid it back and that she has a court date in CA tomorrow. He says the FBI will come looking for her if she does not show. My sis has never taken a payday lone in her life. She has never met Adams. She got the supposed attorney's name and phone number in his last call. He is clearly a loon or some kind of scammer. What should she do to get the calls to stop.
