are illegal immigrants allowed to testify in the state of sc?

Anyone is allowed to testify. If illegal immigrants couldn't testify then it would be too easy to get away with crimes against them.
Although illegal immigrants can testify, the person is placing him/herself at risk for being detained and later deported by ICE (Immigration and Customs Enforcement). If you are an illegal immigrant and have been the victim of a crime, I would suggest that you speak with an immigration attorney as there are visa options available to you.
