incident
If an incident happens and the victim declines to prosecute, can he decide 4 months later to prosecute? This is in s.C.

The victim doesn't prosecute. The solicitor does. In most cases its not up to the victim to drop the charges. Only the prosecution can do that. But it depends on the actual crime and you didn't say what the crime was.
