Interstate Compound for a Prison Inmate

Is the a way to get an prison inmate in South Carolina transferred to California (his home)? If so, what is the legal procedure for this type of request?

The arrangements for a transfer of parole must be made through the South Carolina parole department. California must accept the request of the South Carolina parole department.
