If the victim of CDV and Kidnapping decides they do not wish to prosecute the offender and have signed an affidavit stating this, what are the chances that the charges will be dropped?

It all depends. Those are serious charges. Every case is handled differently. It all depends on the facts and evidence of the case. How strong the evidence is. Whether the defendant might have a defense. Whether the victim was seriously injured or not. How bad the defendant's criminal record is, if any. Etc.
