Legal Question in Criminal Law in South Carolina
Can I be legally charged for public disorderly conduct for using my outside voice to address/reply to a person standing far away from me; wherein an outside voice was necessary due to distance and outside noise, etc. when the other person is doing same; but I was the only one cited and later arrested. And also, the person has been harassing and stalking me for 5 months; since Jan. 2010.

It all depends on where you were, who was present, what else was going on, etc. It just depends on everything. Think about it for a minute. There is a huge difference between yelling at someone next to a private funeral service and yelling at someone next to a football game.
Since I do not know all of the facts and I was not there and I cannot visualize the situation, tell me why you suppose the police thought you were being disorderly.
