Is the use of minimal of minor participation limited to, for example, an individual offloading a shipment of pot,or could it be used for sentencing for an indiviual charged with35-50g of cocaine base in a 500g cocaine base conspiracy

If the person participated in the crime, now matter how little, then generally speaking they are criminally liable. As to sentencing, the judge is allow to consider how minimal the participation was.
