post conviction release was won.please explain type of letter that has to be filed by lawyer before motion of appeal can be filed

Sorry, but your question is rather vague. I assume that the post conviction was won by the state, not the petitioner/defendant? "Letters" are not generally filed. The PCR petitioner need to clarify whats needed with his/her attorney as there is not enogh information in this question.
