Legal Question in Criminal Law in South Carolina

For a class i need to know if it is illegal for a male over the age of 18 to talk to a female minor under the age of 15. They never see eachother they talk on the phone more than 4 times a week and without the mother of the minors permission. If so, what legal action can be taken against the male?

There is nothing illegal about an adult talking with a child. However, there are restrictions on what they can talk about. For example, talking about sex, contemplating a crime, etc., would not be allowed. Depending on the facts, there could be criminal violations.
