what is the term for when you're formally charged for a crime and what occurs at that time ?

You just used the most common term. "Charged" is what is usually used. So is Arrested and occasionally Indicted. Various things occur when a person is charged with a crime. Exactly what depends on the type of crime. A person can be served with a ticket, arrest warrant, indicted, and so forth. Certain crimes require a person have a bond set and the "booking" process takes place.
