Charge of second offense when first offense was in another state

Can you be charged with second offense DUI in South Carolina when the first offense was committed in another state (underage DUI in GA)?

Yes. The law only makes reference to whether there was a first offense and it makes no differece where the first was. However, a lot of second offenses are reduced to first offenses in SC. What county was the DUI?
