second offense

I would like to know what will happen if you had a dui in NC under 21`and got a prayer for judgment then a year later in SC refused a breath test and was taken in and fined and a court date set

I don't understand your question. You said you were "fined and a court date set." If you were fined, then you were found guilty and the case should be over with. Are you sure you were fined or did you post bond money. If the case is still pending, which it sounds like it is since you got a court date, then I would need more information to tell you what will happen.
